Tutorial: How To Fill In Your Eyebrows
I have been tweezing my brows since I was 13-years-old, often over-tweezing until they were way too thin. After many years of educating myself on how to deal with them properly, a few years ago I finally figured out what works well for me.

I also want to add that you can use a primer on your brows to help the powder adhere to your skin better. Plus, you can mist a setting spray on your brows after you are done to help them stay longer. I use MAC Fix+ as a setting spray for my whole face.
